The Access Pass - Free Muni for People Experiencing Homelessness
Step 1: Determine if you are eligible
You are eligible for the Access Pass, a free Muni pass for people experiencing homelessness, if:
1. You are experiencing homelessness in San Francisco, AND
2. You have worked with a Coordinated Entry Access Point in the last 6 months.
Please call or visit a Coordinated Entry Access Point to confirm your eligibility. Contact information for the Coordinated Entry Access Points is available here.
Step 2: Apply
Once you have confirmed your eligibility with a Coordinated Entry Access Point, you can complete and submit your application:
1. Online at sfmta.com/access-pass-application
2. By-mail to the SFMTA Customer Service Center using a paper application
3. In-person at the SFMTA Customer Service Center using a paper application
Your Access Pass is valid for 2 years.
Free Muni for Youth
There is no application required. Youth no longer need to carry a Clipper Card or proof of payment when they ride Muni. Youth 16 and above are encouraged to carry a student ID or other form of ID for age verification.
Students 22 or under who are enrolled in SFUSD English Learner/Special Education Services programs can also ride Muni for free.
Free Muni for Seniors and People with Disabilities
Step 1: Determine if you are eligible
You are eligible to ride MUNI for free if you are a San Francisco resident with an annual household income at or below 100% of Bay Area Median Income ($109,100 for a household of 1 as of 2025) and meet one of the following criteria:
1. Are a senior (65 or older); or
2. Are a person with a qualifying disability.
Step 2: Apply
You can submit your application:
1. Online
2. By-Mail to the SFMTA Customer Service Center using a paper application
3. In-Person at the SFMTA Customer Service Center using a paper application

Clipper START, a 50% Discounted Pass
Step 1: Determine if you are eligible
You are eligible for Clipper START, a 50% discounted MUNI pass, if you are a San Francisco resident and:
1. You receive Medi-Cal, CalFresh, or Unemployment benefits; or
2. Your income is at or below 200% of the Federal Poverty Level (about $31,000 for a single person and $66,000 for a family of four in 2026).
Step 2: Apply
You can submit your application online.
Enrolling in the Lifeline Pass makes you eligible for a dismissal of your most recent fare evasion ticket.
